Abstract
The fact that the scale of crime and the damage caused by it are increasing year by year in the world, that “cybercrime alone caused material damage to victims in the amount of $ 8.44 trillion in 2022, most of which remained uncompensated,” and the inability to determine the total amount of damage caused to victims worldwide today limits the ability to know its overall scale, creates the need to pay special attention to this issue. The establishment of international standards, such as UN General Assembly Resolution 40/34, entitled “Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power,” also shows the importance of this area. The fact that the property rights of individuals are being restricted as a result of the failure to take timely measures to ensure compensation for material damage caused by a crime indicates the need to pay special attention to the issue of establishing mechanisms that ensure compensation for damage caused by these individuals through quick, fair and accessible procedures. Research is being conducted around the world to introduce effective mechanisms to ensure compensation for damage caused by a crime, to ensure that the state compensates victims of crime for damage caused by the crime, to establish effective control over the timely implementation of measures to ensure its compensation by officials responsible for conducting criminal cases.
