FORMING A SAFE ENVIRONMENT IN MAHALLAS: TRANSFORMATION AND PROSPECTS OF THE SOCIAL PREVENTION SYSTEM

Abstract

This article analyzes the legal, organizational, and institutional foundations of establishing a safe environment in local communities (mahallas) based on the Presidential Resolution of the Republic of Uzbekistan dated January 5, 2026 (No. PQ-1). The study examines the implementation of a targeted working system, the enhancement of social prevention mechanisms, territorial analysis of criminogenic conditions, and early prevention of offenses within family relations. Special attention is paid to the mechanism of the “Social Prevention Week,” the digitalization of preventive activities, the strengthening of personal accountability of officials, and interagency cooperation. The article substantiates the priority of preventive measures over punitive approaches and highlights the importance of the “safe mahalla” concept in ensuring social stability and sustainable community development.
