Abstract

This article analyzes the development of a training system for women candidates for leadership positions from the perspective of improving the effectiveness of public administration and ensuring gender equality. In modern public administration, the professional competence, strategic thinking, management skills, and leadership potential of managerial personnel are among the factors that directly influence the quality of management decisions. Therefore, preparing women for leadership positions and involving them in the management personnel reserve is an important area of gender equality policy. The article examines the professional, institutional, and competency-based aspects of preparing women for leadership positions, existing challenges, and factors influencing the development of women's leadership. The importance of mentoring, professional development, leadership programs, the formation of personnel reserves, and professional development mechanisms is also substantiated. The study concludes that improving the training system for women candidates for leadership positions will contribute to strengthening gender balance in public administration, effectively utilizing women's managerial potential, and enhancing the institutional effectiveness of governance.
