Abstract
This thesis analyzes the activities of local Muslim intellectuals within the state administration system in Turkestan in the late 19th and early 20th centuries, their role in socio-political processes, and their contribution to the development of society. This period is characterized as a complex historical stage in the history of Turkestan, marked by the strengthening of colonial administration alongside the emergence of new political, educational, and social ideas among local intellectuals.
The thesis examines the participation of local Muslim intellectuals in traditional administrative institutions, local administrative structures, and emerging socio-political processes. It also analyzes the initiatives of Jadid educators and progressive thinkers aimed at improving education, the press, legal awareness, and the administrative system.
The study considers the activities of Turkestan’s Muslim intellectuals in state administration not only within the framework of political processes but also in connection with ideas of social modernization, national identity, and social progress. The participation of local intellectuals in the administrative system, as well as the opportunities and limitations they faced under the existing political conditions, are examined on the basis of historical sources.
