Abstract
This thesis examines the formation and evolution of international legal standards on juvenile justice from the Beijing Rules (1985) to the UN Committee on the Rights of the Child General Comment No. 24 (2019). The paper highlights the key principles of modern juvenile justice — prioritising the best interests of the child, restricting deprivation of liberty, and expanding restorative justice mechanisms. The applicability of these standards to Uzbekistan's juvenile justice system is assessed, with a particular focus on the role of the mahalla institution as a potential cultural foundation for a national restorative mediation model.
