Abstract

This paper examines how socioeconomic disparities may influence secondary school students’ access to English language learning resources in Uzbekistan. It aims to identify the pathways through which household income, parental educational background, geographical location, and school resources can shape students’ opportunities to learn English beyond and within the classroom. The discussion considers access to textbooks, supplementary reading materials, digital devices, reliable internet connections, private tutoring, and opportunities for language practice. It also distinguishes between the availability of resources and students’ ability to use them effectively.

The paper adopts a conceptual approach to explore the relationship between socioeconomic circumstances and educational access. Particular attention is given to the interaction between household and school conditions: students with limited resources at home may depend more heavily on school libraries, shared equipment, and teacher guidance. Digital materials may expand learning opportunities, but their accessibility depends on connectivity, device availability, digital literacy, and appropriate instructional support. These relationships are presented as issues requiring empirical investigation rather than as established findings about all schools in Uzbekistan.

The paper outlines possible institutional responses, including access to shared learning facilities, affordable supplementary materials, downloadable resources for offline use, and support for teachers working with students who have unequal access to technology. It concludes that equitable access should be assessed through the availability, affordability, usability, and continuity of learning resources. Further research using student surveys, school resource assessments, and interviews is needed to establish the extent of disparities and evaluate the effectiveness of targeted interventions.
