Abstract
This article covers the reforms implemented in the public administration system in the first years of independence in the Republic of Uzbekistan. The formation of new state institutions, the adoption of the Constitution, the separation of branches of power, and the creation of the legal framework of the administrative system in the period 1991–2000 are analyzed. This period is considered an important stage in strengthening the public administration system and forming a national model.
