WAYS TO DIVERSIFY LOCAL BUDGET REVENUES

Abstract

This thesis analyzes the theoretical foundations and practical approaches to diversifying local budget revenues. The study examines key directions such as expanding the local tax base, developing non-tax revenue sources, implementing public-private partnership mechanisms, ensuring the efficient utilization of municipal property, and introducing digital governance tools. Furthermore, practical recommendations are proposed to strengthen the financial independence of local budgets and enhance the sustainability of regional fiscal systems. The findings emphasize the importance of revenue diversification as a means of improving local government capacity and supporting balanced socio-economic development.
