Abstract
This thesis analyzes the theoretical foundations and practical approaches to improving the efficiency of budget expenditures allocated to social sectors. The study examines the role of social spending in economic growth, mechanisms for planning and monitoring social expenditures, the program-targeted approach, and methods for evaluating expenditure effectiveness. In addition, practical recommendations are developed to enhance the efficient use of budget resources and improve the quality and accessibility of social services. The findings highlight the importance of effective budget management in ensuring sustainable socio-economic development and strengthening public welfare.
