Abstract

This article provides an in-depth and multidimensional analysis of the role of investment management mechanisms in enhancing the economic potential of the country’s regions, taking into account the requirements of the digital transformation era. It systematically examines the reasons for persistent interregional economic disparities, the theoretical foundations and practical effectiveness of existing investment policy instruments, and their institutional, legal, financial, and social dimensions. The study analyzes the practical application of public-private partnerships, tax and customs incentives, free and small industrial zones, regional investment funds, innovative financing instruments, human capital development programs, and digital management systems. A separate section explores modern trends in regional investment policy, including artificial intelligence-based decision-making systems, fintech and digital financing platforms, ESG (environmental, social, and governance) criteria, smart specialization strategies, and the impact of remote work and digital nomadism on regional investment environments. In addition, the comparative advantages and disadvantages of these mechanisms are presented in tabular form, while a multi-criteria model for assessing regional investment environments and the logic of its application are demonstrated through a hypothetical illustrative example. The study concludes with dozens of specific, practical recommendations for the systematic improvement of regional investment mechanisms.
