Abstract

A modern school operates not as a closed system but as an open social institution closely connected with families, the local community, public organizations, and state bodies. This article analyzes the essence, functions, and effective organization of the public relations function within the school management system. Drawing on open-systems theory and the stakeholder approach, it examines how a school can build communication with its internal public (teachers, students) and external public (parents, the mahalla community, social partners, and the media). Based on qualitative-theoretical analysis, it develops practical recommendations for planning public relations, selecting communication channels, building school reputation, and managing communication in crisis situations. The findings are of practical significance for strengthening openness, trust, and cooperation in general secondary schools of Uzbekistan.
