Abstract

The article examines the issue of forming a network of micro-centers based on the rational and spatially justified selection of vacant non-agricultural land plots. The relevance of the study stems from the need to improve public access to social, household, and business services, use existing land resources more efficiently, and enhance territorial development mechanisms. In the Republic of Uzbekistan, digital systems are already in operation to identify, prepare, and allocate vacant non-agricultural land plots through electronic mechanisms, including the YERELEKTRON and E-auksion systems. However, the availability of a land plot and its placement at auction do not necessarily mean that its spatial location is optimal for hosting a facility capable of functioning as a local micro-center. The aim of the study is to develop a universal approach to establishing a network of micro-centers through the spatial selection and ranking of non-agricultural land plots. The proposed approach involves evaluating land plots based on their location, population within the service area, transport and pedestrian accessibility, existing service coverage, engineering infrastructure, plot size, and prospects for territorial development. As a result, a comparative assessment system is developed to identify land plots with high, medium, and low suitability for locating micro-centers. The practical significance of the study lies in the potential application of the proposed approach across various regions of the Republic of Uzbekistan. Spatial selection will make it possible to consider available non-agricultural land plots not merely as individual assets for allocation, but as a potential foundation for establishing an interconnected network of local service centers. This approach may improve the efficiency of land resource utilization, enhance access to essential services, and provide a basis for more balanced territorial development.
