Abstract
This article examines the theoretical and legal foundations of the rotation system in the civil service, its role in human resource management, and its practical significance for public administration. The study highlights the contribution of rotation to improving administrative efficiency, enhancing the professional competencies of civil servants, ensuring the effective utilization of human resources, and reducing corruption risks. Particular attention is paid to the procedures of mandatory, planned, and extraordinary rotation, the organizational and legal mechanisms of their implementation, and the social guarantees provided to civil servants. Based on the experiences of Japan, Singapore, South Korea, and France, the article identifies best practices and proposes scientific and practical recommendations for further improvement of the civil service rotation system in Uzbekistan.
