Abstract
This article examines the theoretical and practical issues of the conditions and opportunities created for employees within the framework of human resource management. It analyzes the concept, structure, and significance of favorable working conditions, social guarantees, and professional development opportunities as instruments for increasing labor productivity and ensuring the sustainable development of an organization, drawing on general theories of motivation, job design, and human resource management. The study reviews the approach of the Labor Code of the Republic of Uzbekistan toward labor protection, social guarantees, and working conditions, as well as international experience in this field — including occupational safety regulation in Sweden, the job characteristics model and job demands–resources model applied in the United States and the Netherlands, statutory co-determination in occupational safety matters in Germany, flexible working-time arrangements in France, working-hour reduction reforms in South Korea, and work–life balance practices in Japan. The article further examines the European Union’s framework directive on occupational safety as a supranational regulatory example. Based on the analysis, existing gaps in domestic practice are identified and recommendations are offered for improving the system of conditions and opportunities created for employees in Uzbekistan.
